05 - Add soy sauce, rice vinegar, and toasted sesame oil. Stir well to combine. Add most of the sliced green onions, reserving some for garnish. Cook for 1 additional minute, then remove from heat.
06 - Divide warm rice among bowls. Top each with the chicken and cabbage mixture. Sprinkle with baked wonton strips, reserved green onions, sesame seeds, and a drizzle of chili sauce if desired.
